Volta Announces $10B AI Infrastructure Deal, Reportedly With Anthropic

The race to secure AI computing capacity is accelerating. Anthropic has reportedly signed a $10 billion cloud computing agreement with newly launched AI infrastructure company Volta.

Volta officially described the customer only as an “AI Lab.” Bloomberg reported, citing people familiar with the matter, that the customer is Anthropic and that the agreement covers six years. Neither Volta nor Anthropic has publicly confirmed the customer’s identity.

A 133MW AI Factory in Norway

In its official launch announcement, Volta disclosed a $10 billion strategic partnership to develop an AI factory in Europe with Bitdeer.

The facility will be located in Norway and is expected to provide 133 megawatts of capacity using NVIDIA’s next-generation Vera Rubin systems.

The Times has also linked Volta’s first Norwegian project to Anthropic.

The 133MW figure represents the electrical capacity available to the facility rather than a direct measure of computing performance. The actual output will depend on the number of accelerators deployed and the design of its networking, power and cooling systems.

Combining Infrastructure Development With Financing

Founded earlier this year, Volta describes itself as a vertically integrated AI infrastructure platform. It combines land and power procurement, data center development, computing hardware, cloud software, operations and project financing.

The company has established a $5 billion AI Infrastructure Program with asset manager Azora. The structure is designed to finance AI factories with institutional infrastructure capital backed by long-term customer contracts.

Volta has also completed seed and Series A financing led by Azora, Andreessen Horowitz, Altimeter and NVIDIA, reaching a reported valuation of $2.4 billion. Other participants included Michael Dell’s family office and Matter Venture Partners.

Earlier this year, Volta acquired technology from Genesis Cloud, gaining software for public AI cloud services and bare-metal cluster management. It now has more than 1GW of near-term development capacity across Europe and North America and aims to deploy multiple gigawatts by 2030.

Financing Becomes a Neocloud Differentiator

Volta is entering a fast-growing market for specialized GPU cloud providers, often described as neoclouds. Competitors including CoreWeave, Crusoe, Fluidstack and Nscale are securing long-term contracts with AI companies while developing increasingly large data center campuses.

CoreWeave previously signed a five-year cloud agreement worth as much as $11.9 billion with OpenAI. NVIDIA has also committed to use up to 5GW of CoreWeave capacity through 2030.

Volta’s distinction is its attempt to integrate infrastructure financing directly into the cloud platform. Rather than relying primarily on venture equity to fund capital-intensive data centers, it plans to secure long-term computing contracts and use the resulting cash flows to attract lower-cost institutional capital.

Anthropic, meanwhile, has been diversifying its sources of computing capacity. It has expanded infrastructure relationships with Amazon and SpaceX and is discussing gigawatt-scale AI data center cooperation with SK Telecom in South Korea.

If the customer’s identity is officially confirmed, the agreement would give Volta one of the world’s leading AI labs as an anchor customer in its first year. For now, however, Anthropic’s involvement and the reported six-year term remain based on media reports rather than confirmation from either company.
