In generative AI’s first wave, the defining question was who could build the most powerful model. Enterprises and governments are now asking a different one: how to put AI to mission-critical use without surrendering control over the infrastructure and intelligence loop underneath it. As technology dependencies, data-governance requirements and deployment choices weigh more heavily on every AI investment, demand for performance paired with control, choice and independence is growing worldwide.

Mistral AI, the French AI company, says it’s the only AI company building the full stack needed to answer that question: open-weight models, the infrastructure and compute they run on, and the products that bring them into production — so customers are never locked into a single vendor’s roadmap, pricing or availability. The company frames that full-stack, open approach as a “sovereign AI layer,” retaining control across four dimensions: data that stays inside an organization’s boundaries, models that are controllable and customizable, compute that is private and predictable, and production systems that are fully auditable. Mistral now operates across 20 countries and supports 125+ global enterprises’ mission-critical AI transformation, including Airbus, ASML and HSBC.
Mistral was founded in April 2023 by CEO Arthur Mensch, a Google DeepMind alum, alongside Meta alumni Guillaume Lample and Timothée Lacroix. All three met at École Polytechnique in France.
Samsung Electronics led Mistral’s €3 billion Series D round at a post-money valuation of more than €21 billion — the largest equity fundraising round ever completed by a European technology company, three years after the company’s launch.
Co-leads Scaleup Europe Fund (managed by EQT) and existing investor PSG Equity joined Samsung in the round. Advent and funds and accounts managed by BlackRock joined as new investors, alongside the Grand Duchy of Luxembourg. Existing investors a16z, ASML, Belfius, BNP Paribas CIB, Bpifrance, Carmignac, DST Global, Eurazeo, General Catalyst, Headline, Hillspire, Index Ventures, Korelya Capital, Lightspeed, NVIDIA, Phoenix Court (home to LocalGlobe, Latitude and Solar) and Salesforce Ventures also participated.
The round follows a €1.7 billion Series C led by ASML in September 2025, which valued Mistral at €11.7 billion — meaning the valuation has nearly doubled in a year. With ASML leading Series C and Samsung leading Series D, Mistral has now drawn backing from two of the world’s leading advanced-manufacturing and semiconductor-equipment companies in successive rounds.
CEO Arthur Mensch told CNBC the new capital will go toward building and owning data centers, alongside renting additional compute capacity. Mistral completed an $830 million debt raise earlier this year to build a data center equipped with 13,800 Nvidia GB300 GPUs in Bruyères-le-Châtel, outside Paris, and is building a second, €1.2 billion facility in Sweden. The company is targeting a combined 200 megawatts of European data-center capacity by the end of 2027.
Where Mistral Sits Competitively
Mistral’s competition splits into three camps.
Closed-model incumbents — OpenAI and Anthropic — lead on raw performance but keep their weights closed and push customers toward their own clouds and subscriptions, the opposite of the sovereignty pitch Mistral is making. Notably, OpenAI, Anthropic, Google and Meta all shipped new flagship models within days of each other in late August and early September, each tying customers deeper into its own ecosystem in the process.
Open-weight rivals — Meta’s Llama, China’s DeepSeek, and Google’s Gemma — ship open weights too, but none builds out its own infrastructure and compute the way Mistral does, so they don’t offer the same “full-stack sovereignty.” The rise of Chinese open-weight models is itself pushing European and American enterprises to look for geopolitically safer alternatives.
European sovereign-AI peers are Mistral’s most direct competition. Cohere acquired German sovereign-AI company Aleph Alpha in April 2026; Aleph Alpha’s PhariaAI platform runs as a self-contained sovereign stack inside German jurisdiction and is strong in public-sector and regulated-industry deals. That acquisition has effectively reshaped Europe’s sovereign-AI market into a Mistral-versus-Cohere/Aleph-Alpha contest. Mistral’s differentiator: few competitors combine a European base, open-weight models, and self-built infrastructure the way it does.
